Harrah, Washington — City Inside a Much Older Political Geography

Harrah is an incorporated city inside the Yakama Indian Reservation, which means a simple city-limit map tells only part of the story.

Irrigated agriculture, non-Native settlement and federal allotment policies produced a complicated pattern of tribal and non-tribal land ownership across the lower valley. Harrah incorporated in 1946, but municipal government did not erase the reservation geography underneath it.

Jurisdiction, taxation, law enforcement and land status can therefore depend on more than whether an address falls inside city limits. Meanwhile, irrigation continues supporting hops, fruit, vegetables and other crops around the community.

Harrah is small on a municipal map. Politically, it sits inside a much older and more complicated one.
