Coulee Dam, Washington — Government Built a Town to Build a Dam

Coulee Dam exists because Grand Coulee Dam required thousands of workers in a canyon with almost no urban infrastructure.

During the 1930s, federal planners developed housing, streets, utilities and civic facilities around the construction project.

This was not a town that gradually acquired public works.

The public work created the town.

Grand Coulee Dam then transformed a region far larger than the construction site. It blocked salmon from the upper Columbia, created Lake Roosevelt, generated enormous quantities of electricity and became the pumping heart of the Columbia Basin Project.

When peak construction ended, Coulee Dam remained through federal operations, schools, tourism and regional services.

The temporary job became permanent geography.
